摘要
建立和完善新型農(nóng)村合作醫(yī)療制度是新時期提高農(nóng)民健康水平、加強農(nóng)村衛(wèi)生工作
的重要抓手，是促進農(nóng)村經(jīng)濟發(fā)展、構(gòu)建和諧社會的重要保證。本文選取新型農(nóng)村合作
醫(yī)療信息化管理作為研究對象，旨在考察和研討如何進一步提升新農(nóng)合管理水平這一課
題。當前，由于新型農(nóng)村合作醫(yī)療制度覆蓋面廣、人員復雜、定點醫(yī)療機構(gòu)分散、相關
信息量大，因此通過信息化提升新型農(nóng)村合作醫(yī)療管理成為一種必然的選擇。
本文在主要從信息化和新型農(nóng)村合作醫(yī)療的相關內(nèi)涵特點出發(fā)，闡述了信息化在新
型農(nóng)村合作醫(yī)療管理中的重要性及其他醫(yī)療信息化的區(qū)別，簡述了新型農(nóng)村合作醫(yī)療信
息化的架構(gòu)內(nèi)容，介紹了對我國新型農(nóng)村合作醫(yī)療管理的計算機網(wǎng)絡化系統(tǒng)的現(xiàn)狀及存
在問題及成因，調(diào)研分析了浙江省余姚市新型農(nóng)村合作醫(yī)療信息化建設的具體實施情
況。結(jié)合中國具體情況，探討新型農(nóng)村合作醫(yī)療管理信息化的具體對策，為新型農(nóng)村醫(yī)
療保障體系的建立和完善提供重要的技術(shù)支持。
新型農(nóng)村合作醫(yī)療信息化管理就是應用現(xiàn)代信息學和管理學對新農(nóng)合所需要的和
擁有的信息資源進行有效整合利用，提高工作效率、決策質(zhì)量和調(diào)控能力，節(jié)約開支，
改善廉潔程度，改進新農(nóng)合管理機構(gòu)的組織結(jié)構(gòu)、業(yè)務流程和工作方式，為新農(nóng)合管理
工作提供一個包含管理方法和管理工具的技術(shù)平臺。其重要意義為：提高工作效率、方
便農(nóng)民群眾；確保資金安全，取信于民；實施有利監(jiān)督，降低成本；進行科學管理、民
主決策；實現(xiàn)資源共享，全面發(fā)展。目前，我國新型農(nóng)村合作醫(yī)療信息化建設中存在資
金投入、認識不足等。提高新農(nóng)合信息化水平，提升管理能力，提高政府效率，必須從
管理層面、技術(shù)層面兩方面下功夫、求突破。加強政府公共管理職能，統(tǒng)籌規(guī)劃信息化
建設。在農(nóng)村合作醫(yī)療方面，急需重點考慮如何利用信息化管理醫(yī)療資金的籌集、使用、
報銷、監(jiān)管以及服務質(zhì)量的控制等。信息化的支持不僅體現(xiàn)在完善的新型農(nóng)村合作醫(yī)療
信息系統(tǒng)，還體現(xiàn)在通過遠程醫(yī)療等現(xiàn)代手段均衡各地醫(yī)療資源方面，協(xié)助新醫(yī)改建立
覆蓋城鄉(xiāng)居民的基本醫(yī)療衛(wèi)生制度，實現(xiàn)安全、有效、方便、價廉人人享有的基本醫(yī)療
衛(wèi)生服務的整體目標。

ABSTRACT
The establishment and improvement of new rural cooperative medical
system is improving their level of health in the new period, strengthening the
importance of rural health workers handle, is to promote rural economic
development, building a harmonious society an important guarantee. In this
paper, to select a new type of rural cooperative medical information
management for the study to study and discuss how to further improve the
management level IICA the subject. At present, as a result of new rural
cooperative medical system covering a wide range of complex personnel,

choice.
In this paper, mainly from information technology and new-type rural

management and other medical information-based distinction, outlined a new
type of rural cooperative medical information technology framework content,
introduced to China's new rural cooperative medical management of computer
network system of the status quo and existing problems and the causes of an
analysis of research, Yuyao, Zhejiang, the new rural cooperative medical
management of specific information management implementation. The specific
situation in China to explore the new rural cooperative medical management
information of the specific measures for the new rural medical insurance system
to provide the establishment and improvement of important technical support.

and have an effective integration of information resources used to increase work
efficiency and quality of decision-making and regulatory capacity, cut expenses
and improve the cleanliness, and improve the new rural cooperative medical
management organization structure, business processes and working methods for
the new rural cooperative medical management includes management practices
to provide a management tool and technology platform. Its significance as
follows: to increase work efficiency and convenience of the peasant masses; to
ensure that funds are safe and win the trust; the implementation of benefit

China's new rural cooperative medical care that exist in information technology
capital investment, lack of awareness. New-type rural cooperative to raise the
level of medical information to enhance the management capacity to improve
government efficiency, must be from the management level, the technical
aspects of both hard and seeking a breakthrough. Strengthen the government's
public management functions, information technology planning. In the rural
cooperative medical care, an urgent need to focus on how to make use of
information management health care financing, use, reimbursement, regulatory
and control the quality of service. The support of information technology not
only in improving the new rural cooperative medical information systems, also
reflected in the adoption of modern means of telemedicine throughout the
balance of medical resources, medical assistance to the establishment of new
urban and rural residents covered by basic medical and health system, to achieve
safe, effective, convenient and inexpensive for all the basic medical and health
services in the overall objective.

第一章緒論
第一節(jié)研究背景
隨著我國全面建設小康化進程的不斷深入，我國的經(jīng)濟狀況一直在持續(xù)發(fā)展，整個
國家經(jīng)濟實力日益增強，國際地位更是逐步提高，但于此同時，目前廣大農(nóng)村的發(fā)展還
是比較緩慢，城鄉(xiāng)差別不僅沒有縮小，反而繼續(xù)擴大，為此，黨中央和政府專門提出統(tǒng)
籌城鄉(xiāng)經(jīng)濟社會發(fā)展的要求。而新型農(nóng)村合作醫(yī)療政策的實施就是其中重要的一部分，
它主要解決農(nóng)民因病返貧，因病致貧等問題。新型農(nóng)村合作醫(yī)療參加農(nóng)民人數(shù)多、覆蓋
地域廣、應用管理復雜，涉及國家、省、市、縣各級政府及財政、衛(wèi)生等部門、各級各
類醫(yī)療衛(wèi)生機構(gòu)和金融機構(gòu)、農(nóng)民個人等各個方面，工作量大、任務要求高，要實現(xiàn)準
確結(jié)算、加強管理、信息溝通、事務公開和嚴格監(jiān)督，依靠以往手工處理進行結(jié)算和報
告等方式已無法滿足建立新型農(nóng)村合作醫(yī)療制度的需要，必須充分利用現(xiàn)代計算機、數(shù)
據(jù)庫、通訊網(wǎng)絡等技術(shù)，以信息化作為完善新型農(nóng)村合作醫(yī)療的重要手段。
